We would like to welcome researchers and practitioners who are working in the filed of artificial intelligence and machine learning to share their visions, ideas and experiences in the domain announced. We are happy to announce that ICPATME 2023 is going to be held in Istanbul, Turkey. It is going to be the third visit of ICPATME to Istanbul to hold its meetings and workshops.
The choice of Istanbul as a destination of an international conference is fully justified due to the central location of the city, its huge power in the world of business and technology. Coming to Istanbul opens new perspectives in education, science and international collaboration. Istanbul is a city which is always offering something new for everyone. From its stunning historical sites and monuments to its vibrant nightlife and culture, Istanbul has become a centre of the world where Europe and Middle East meet.

Prof. Dr. Iryna Sekret, PhD in Educational Psychology and Foreign Language Education, Professor in Education Studies, is Chair of the Board in STARTINFORUM International Project Management and Business Consultancy Company (Turkey), Committee Chair of IATELS, Director of English IATELS International English Academy. During her professional life she has been teaching and conducting research within foreign languages, translation and language studies, educational and organisational psychology, ICT in education and online learning in different universities of Ukraine and Turkey. She has a wide organisational and administrative experience, gained while heading the university departments and other administrative units, coordinating international educational and research projects. Prof. Dr. Iryna Sekret is a member of the organising committees for a number of international conferences, a member of the reviewing and editorial boards of international academic journals. With more than ten years of experience in e-learning, she has been conducting research in MOOCs for different purposes, ICT in education and, namely, in training teachers and translators, participating in a number of the international projects on Online Pedagogy and Teaching English. Her research and educational interests are in FLT methodology, educational and organisational psychology, e-learning.

This culminated a long period of researching the use and value of Information Technology (in particular, the Internet) by people with learning disabilities. He completed his PhD in this area in 2013. In addition to his learning disabilities work, Pete has investigated the use of the Internet and other ICT applications in the fields of education, health, scholarly communication/research, and the news media.

Dr. Tomayess Issa, PhD, SFHEA, PREP, MACS, is a senior lecturer at the Faculty of Business and Law at Curtin University. Tomayess completed her doctoral research in web development and human factors. Tomayess is interested in establishing teaching methods to enhance the students’ learning experiences and resolve problems that they face. Tomayess published her work in several peer-reviewed journals, books, and book chapters, and participated in local and global conferences. Tomayess is a section editor for society and politics at Heliyon Elsevier Limited. Tomayess supervised PhD, Master of Phil, and Master Dissertations and received Curtin Guild Awards for her teaching and supervision. Tomayess received the overall Student Guild Outstanding Achievement in Teaching Excellence 2017 Award university-wide. Tomayess received the 2021 Green Gown Awards Australasia: Next Generation Learning and Skills, Highly Commended, for the Green Information Technology and Sustainability unit. Tomayess received the Research Supervisor Award 2022 from the Curtin Guild Excellence in Teaching Awards.

She has a profound experience of academic writing and editing. Prof. Dr. Istifci is a member of the international conference organising committees and editorial boards of academic journals. Her research interests include emerging technologies and their application in education, social media in education, communicative strategies in English as a foreign language.

Dr. Mahnaz is a lecturer and a member of the Academic Capability Development team in the Faculty of Business and Law at Curtin University, Australia. She provides capability building and practical guidance on innovative and effective approaches to academic skills development, assessment and curriculum design, as well as teaching practices. Mahnaz holds a PhD in Applied Linguistics and has held several academic roles at Australian and Chinese universities, teaching and consulting with staff and students. Her research interests include phonology, intercultural communication, assessment design, and the pedagogical implications of English as a lingua franca.
